President Tebboune Reshuffles Algeria’s Wali Corps with Major Appointments and Transfers

President Abdelmadjid Tebboune announced a reshuffle within Algeria’s wali corps on Monday, October 27, in accordance with Article 92 of the Constitution, affecting several provinces and senior administrative posts.
The presidential statement confirmed the dismissal of Mustafa Guerriche, wali of Mila, and Mahfouz Bouzertit, deputy wali of the administrative district of Chéraga (Algiers).
In a series of transfers among provincial governors, several key changes were made:
Fadhil Douifi moves from Laghouat to Adrar.
Mohamed Benmalek from Batna to Laghouat.
Houria Agoune from Guelma to Bouira.
Samir Chibani from Oran to Guelma.
Moulai Ali from Tipaza to Beni Abbès.
Abdelkrim Laamouri from Bouira to Annaba.
Brahim Ouchene from Blida to Oran.
Fayçal Amrouche from In Guezzam to Mila.
Djamel Hashass from Beni Abbès to Blida.
New appointments include Noureddine Rafsa, previously deputy wali of Dar El Beida (Algiers), as wali of In Guezzam; Amine Ben Chaoulia, deputy wali of Sidi M’hamed (Algiers), as wali of Tipaza; and Ben Ahmed Riad, deputy wali of Bou Saada (M’Sila), as wali of Batna.
The reshuffle also promoted several secretaries-general of wilayas to deputy wali positions. Abdelfattah Benguergoura (Sétif) was appointed to Chéraga (Algiers), Mahrez Mammeri (Constantine) to Dar El Beida (Algiers), and Zidi Abdelmalek (Algiers) to Sidi M’hamed (Algiers).
Additional appointments include:
Zougari Nasser (Biskra) as deputy wali of El Kantara (Biskra).
Djamel Boudjeza (Boumerdès) as head of Bir El Ater (Tébessa).
Amrani Atal (Illizi) as deputy wali of Bou Saada.
Ben Baba Ali Abdelkrim (Ghazaouet) as deputy wali of El Aricha (Tlemcen).
Hamid Khalfaoui (Boudouaou) as deputy wali of Ksar El Boukhari (Médéa).
This extensive reshuffle by President Tebboune reflects ongoing efforts to strengthen local governance and administrative efficiency across Algeria’s wilayas and districts.
