Tebboune Launches Major Infrastructure Projects During Visit to Constantine

President Abdelmadjid Tebboune carried out a working visit to Constantine on Thursday, November 20, focusing on economic development, major construction projects, and local infrastructure upgrades.


Launch of Major Construction Projects


During his visit to the eastern Algerian capital, the President laid the foundation stone for two major projects: a new 500-bed university hospital (CHU) and an ultramodern 50,000-seat sports complex.


The future CHU will span 20 hectares and include 24 medical departments, along with a 1,000-seat teaching facility to support Constantine’s historic Faculty of Medicine. The project, awarded to the public construction group Consider for 9.9 billion DA (76 million USD), is expected to be completed within 28 months. The hospital will be located near the Faculty of Medicine at Salah-Boubnider University (Constantine 3).


The second flagship project is a new sports complex featuring a football stadium, two training fields, an Olympic swimming pool, and a 60-room hotel integrated directly into the stadium.


Housing Projects and Key Inaugurations


President Tebboune also launched the construction of 8,050 rent-to-own housing units (AADL 3) and 6,800 public rental units (LPL) in the Sissaoui Urban Hub, expanding residential capacity for the city of Constantine.


In total, these projects represent over 500 million USD in investments aimed at boosting economic activity and providing modern infrastructure for Constantine and surrounding regions.


The Head of State inaugurated a pharmaceutical factory specializing in respiratory sprays, ENT treatments, softgel capsules, and anticancer drugs — an investment that has already created 500 jobs. He also inaugurated a new interchange connecting National Road 3 (RN3) to the East–West Highway, improving regional mobility.


Walkabout, Tribute, and Civil Society Dialogue


While in the city center, President Tebboune greeted crowds during a walkabout and visited the great-grandnephews of Abdelhamid Ibn Badis, the founder of the Association of Muslim Scholars.


The visit concluded with a meeting with civil society representatives, where the President listened to their concerns and proposals in support of development efforts across the wilaya.
